For half or full frame bags, make a paper pattern of the inside of your front triangle (with water bottles in the cages if applicable.)
If you don't have a big piece of paper (and most people don't) get a paper grocery bag and cut it open.
If you don't have a grocery bag, get scrap paper out of the recycling bin and tape it together.
If you don't have any paper, knock on your neighbors door and ask them for some or dig through your recycling bin at work.
If you don't have neighbors, a job, or any paper, you shouldn't be buying custom bags.
If you don't have an envelope, fold the pattern nicely into an envelope shape and tape it shut. Then mail it.
You'll need a stamp, you can get those at the post office, some grocery stores, and some convenience stores.
When I go touring, I get them at hotels.
If you don't know how much postage to use, get a "Forever" stamp. Trust me, it works every time and it's easy.
It involves some physical effort, creativity, problem solving, and human interaction.
Mark the following:
-brake cable braze on stops
-derailleur cable braze on stops
-internal or electronic entry holes
-water bottles braze ons
-water bottles (whatever is the largest size you plan to use)
-front derailleur braze on
-tubing diameters if oversized
